Trotter Road is an important segment of the City’s Community Street Network and a north-south segment within the City's Southwest Urban Trail Corridor. The Trotter Road Community Street Improvements project is programmed for construction in FY 2017 and will provide improvements to the roadway and drainage facilities within the Trotter Road Right-of-way from 8th Avenue SW to Hillsdale Avenue. At the August 23, 2016 City Commission Work Session staff will provide the City Commission with an overview of the feedback from the Open House being held immediately prior to the meeting and public comment will be accepted. The City would like to hear your feedback and ideas for the Trotter Road project. Below are exhibits detailing each part of the project. We appreciate your input!

The existing roadway lacks bicycle facilities, has a narrow rural section with inadequate shoulder, and has substandard sidewalk and crosswalk facilities. This project will improve the bicycle and pedestrian level of service, and safety, through retrofits of a modified urban section, including: continuous bike lanes and sidewalks, streetscaping and hardscape elements, landscaping, curbing, and stormwater retrofits to remove pollutants from stormwater runoff, and intersection improvements. This exhibit presents the proposed roadway improvements for the length of the project with property addresses.

If this is for public input, my question has to do with whether Clearwater Gas was approached about extending their service lines up Trotter from the south as part of the improvements ?

Mr. Wardell, thank you fro your comment. The City has reached out to all the utility providers in the area. They are aware of the project schedule and the opportunity for any maintenance and expansion during the construction phase.

How will this plan effect Adrian Avenue and Hillsdale that currently has traffic issues?

Good Morning, a traffic study is being conducted to determine the traffic volume and movements throughout the project area. The goal of this project is to create a safe corridor for pedestrians, bicyclists, and vehicles. No work is being proposed to Adrian Ave or Hillsdale Ave as part of this project.

While I realize no work is proposed for Hillsdale or Adrian Avenues, what plan is in place to deter the traffic flow from Trotter down these residential streets? We currently have several issues with cut through traffic and speeding cars which has not been addressed.

With the Trotter Road construction you should take into consideration the safety of the children that have to cross 8th avenue around the trotter road area a cross walk would be great around 24th street southwest area. I know there are some up by Taylor Park, but that is it. High school students get picked up at a bus stop on 8th avenue near 24th street so it would be nice if they had a crosswalk that lights up like other towns have.

Thank You for your comment. The goal of this project is to create a safe corridor for pedestrians, bicyclists, and vehicles. There will be several crosswalks along Trotter Road to insure that pedestrians can cross safely. The project design is approximately 25% complete and the exact locations of the crosswalks have not been confirmed. We will provide the community periodic updates to this website.

Trotter Road Improvements.

I am very happy to see something is going to be done on Trotter road. I've always thought the open ditches should be converted to covered storm drains and the area improved with better sidewalks and bike lanes.

I am concerned about the proposed median structures. I think these will obstruct a drivers view of oncoming traffic from the right when taking left turns onto Trotter. It looks like the left turn lane at Trotter and 8th Ave SW will be replaced with a median.

This is a bad idea in my opinion. Taking a left turn onto 8th Ave SW from Trotter usually takes some time due to the traffic on 8th Ave SW. Removing the left turn lane will cause backups on trotter especially when traffic increase due to end of school and mass that occur at St. Patrick's. I'm concerned that this will cause more traffic to divert into the surrounding neighborhoods as drivers try to avoid the congestion that will result if the left turn lane at Trotter and 8th Ave is removed.

Is the 4-way stop at Dryer and Trotter being removed and replaced with the tiny roundabout? It wasn't clear in the online information. This would be a bad idea too.
